Homeowner Stabilization Program

The Central Area Collaborative’s Homeowner Stabilization Program is an essential effort to help long-term residents stay safely and securely in their homes. During a time when increasing housing costs and rapid gentrification threaten to displace communities of color across Seattle, this program provides practical and fair support to homeowners most at risk.

The program offers grants for essential home repairs, including plumbing, electrical work, roofing, and structural improvements. These critical fixes protect not only the home but also the health and safety of the residents inside. Many low- and moderate-income homeowners find these repairs out of reach, often being excluded from traditional financing due to credit issues, income limitations, or systemic barriers.

By targeting income-eligible households (those earning at or below 80% of Area Median Income), the Homeowner Stabilization Program ensures that assistance reaches those who need it most. Many participants are seniors, families of color, or multigenerational homeowners with deep roots in their communities. For these households, small improvements can lead to significant benefits, helping them avoid costly emergencies, age in place, and safeguard their homes as lifelong assets.

The program runs in partnership with Rebuilding Together Seattle and is funded by the City of Seattle’s Office of Housing. Together, we provide both financial resources and technical expertise directly to homeowners, making sure repairs are done correctly, on schedule, and with dignity.

At its core, this initiative supports CAC’s larger goal: to prevent involuntary displacement and strengthen the stability of historically marginalized neighborhoods. As we improve the quality and safety of Seattle’s aging housing stock, we are also investing in the resilience, heritage, and voice of the Central District and other communities, ensuring that community members continue to thrive in the neighborhoods they helped build.

 

Eligibility Requirements

  • Must own and reside at the property

  • Be in Seattle

  • Meet income (80% AMI) and documentation requirements
